On the phase II bid packets for LAX FO's, it shows only relief lines and a few reserve lines...are these the only ones available for us late entrants? I was under the impression there are 21 total lines available yet out of LAX.

Yes, phase 2 only has relief lines and reserve lines. Hard lines are in phase 1 only.
