My guess is now that LAX is "open" people will start going there untill it is staffed on par with the other bases. After LAX is set (who knows when that will happen) they wil go back to playing the "Top off" game where they send the new hires wherever the relative staffing levels are the lowest. I imagine Crew Planning knows what number of FO's and CA's they want in each base, whatever base is further below there ideal number is where they send newhires. I.E. if LAX is 30 below their "ideal" number and EWR is 40 below the "ideal" number EWR would get 13 newhires and LAX would get 3 (out of a class of 16). I could be totally wrong but thats how I guess it works. They sort this out for CA's by just allowing upgrade vacancies into certain bases. This means if a ton of people leave LAX on a bid a few classes will get sent there. This is why people still get CLE out of training. They need the 5 or 10 bottom guys on the list there that don't want to be there. When they leave they get replaced with more newhires.
