Usally means its weight restricted due to extra cargo or fuel.

IAH-ANC with a 737 has about 20 held seats, or like our EPs with 1 or 2 held seat usually. planning for weight issues.
or, on over 8 hour flights, for crew issues.

Yes....they could be released....dependent on actual bag/cargo weight...number of 1/2 weights etc.

When you look at the detailed PBT's on Res, the number of Upgradable Elites are listed on the top line. Just check the flight you are interested in and it should show if there are any.

coming back from the DR, coach was oversold, and it showed 9 or 10 upgradeable elites. when we got on the plane, only 2 were upped to first, to fit everyone on. in first, it was me and my gf, and the other 2 people, thats it. although, I think the ticket agent made them pay for their upgrade. they probably tried to pawn off a "pay $XXX.XX for a first class seat" type of thing. i dunno though, i just saw them filling out a receipt... they could've been non-rev's
so no, they do not upgrade elites on int'l flights, as of april.

Dominican Republic is not considered int'l when talking about an elite upgradeable flight.
OnePass Elite upgrades are valid for travel within or between the 48 contiguous U.S., Alaska, Canada, Mexico, the Caribbean and Central and South America. Elite upgrades are also available on select flights within or between the Mid Pacific and Asia. Continental Airlines flights with a BusinessFirst cabin, including transatlantic and transpacific flights, flights to/from Central and South America, or within and between Hawaii, the Mid Pacific and Asia are not eligible for Elite upgrades. To receive a BusinessFirst upgrade, OnePass members may use miles.
