The way I see it they have just moved the "schedules final" date to the exact hour the ILIW opens so they really can get out of that contract provision.
Ohh well I'll try to trade them off if I can

No, those aren't RA days that they put on your schedule - they are just "placeholders" for RA days because there is not a CI code for the master schedule. When you look at your schedule during the adjustment period (period from when bids are awarded to the beginning of the ILIW), you aren't looking at your final schedule - you are looking at a work in progress. The company has an opportunity during this time period to put a replacement trip on your schedule over those CI days. Forget the fact you see RA days there. They mean nothing until the start of the ILIW because THAT is when your schedule is final, as per the language in Section 21. When you request to Crew Planning to remove any RA days you are in effect saying "Hey, if you aren't going to put an replacement trips on my schedule, don't put any RA days either." Again, don't look at your schedule mid-way through the adjustment period and think that that is your schedule because it is not. The company could solve this confusion in 2 ways. First, they could stop letting pilots look at their master schedule during the adjustment period (they can if they want) or second, they can have EDS build a CI code so they can stop using the RA code when they place hold those days.
