so no, they do not upgrade elites on int'l flights, as of april.

Dominican Republic is not considered int'l when talking about an elite upgradeable flight.
OnePass Elite upgrades are valid for travel within or between the 48 contiguous U.S., Alaska, Canada, Mexico, the Caribbean and Central and South America.
