So... basically... it's your discretion. In other words... if you are Houston or LA based... then you will hardly ever wear the blazer or jacket in the winter. You'd look pretty funny getting off the plane in Veracruz in the 85+ degree heat, in the winter, in your long sleeves and blazer, sweating like crazy when everyone else is in short sleeves.
Regardless... you can use the leather jacket and not the blazer. Realistically... you will need a "coat" of some sort at some point in time. But... the ONLY time the blazer or jacket is required is when you wear long sleeve shirts... that's it.
Heck... I don't even own a long sleeve uniform shirt and I haven't worn my blazer since my first winter here. The leather jacket is just so much more versatile.
If you are CLE or EWR based... then it's a no brainer... you'll need a coat of some sort.

He is a salesman... not a company representative. If you don't want the blazer... then don't get one. If he wont let you buy anything else unless you buy a blazer... then walk out without buying anything.
You can order everything individually off of the Cintas Order Form and still have it payroll deducted... or... you can save yourself some $$$ and buy your uniform items elsewhere.
